The enforced public rubric is E4.

The rubric exposes the build gates already enforced by kg-adequacy-edukg and kg-site-verify-edukg. It documents the current E4 bar; it does not raise this course to a parked E5 publishable-contract program.

E0	Ungrounded prose or a page that cannot be checked.
E1	Some concepts exist, but coverage and source links are not complete.
E2	Concept coverage is present but examples, checks, or misconceptions are thin.
E3	The learning path is coherent enough to navigate and each module is assessed.
E4	Enforced level: RICH requires worked examples, retrieval checks, and misconception coverage for every required concept; CITE requires every teaching node to cite a resolvable real source.

RICH E4 and CITE E4 are the current enforced levels. E5 is parked as a future Varro Course Specification Language program, not a hidden requirement here.
