Cycle 15 rebuilds the KG packet from KG-3 plus deterministic runtime-spike and runtime-spike collect evidence. It keeps the graph draft-only, carries both active gaps forward, and avoids treating fixture-backed adapter evidence as live tutor behavior.
The existing promotion envelope remains human-only and execute-disabled.
The packet is reviewable and deployable as content, not a production KG mutation.
