Runtime-spike collect evidence is folded into the draft graph.

Cycle 15 rebuilds the KG packet from KG-3 plus deterministic runtime-spike and runtime-spike collect evidence. It keeps the graph draft-only, carries both active gaps forward, and avoids treating fixture-backed adapter evidence as live tutor behavior.
