Citation-surface evidence is being collected for the next rebuild.
This page turns the frozen Varro tutor eval set into a static review surface and now records the first collect pass against it. The current evidence checks that all eval cards and refusal cases remain visible, while honestly recording that no learner-usage telemetry or live tutor answers have been collected yet.
If the source pack does not state a value, the tutor must say so and avoid a guess.
Questions outside Bootstrap scope are declined, even when they sound technically plausible.

Cycle 7 found a stable static surface rather than new learner evidence: the route verifier can check the citation page, all cards are still present, and there are no recorded tutor misses because no live tutor runtime exists. That means the two active KG gaps carry forward until runtime integration or source-backed promotion is gated.
